The Quality Assurance Unit of the University of Algiers 2 was established in 2017 in response to the directives of the Ministry of Higher Education and Scientific Research (MESRS), through the Commission for the Implementation of Quality Assurance in Higher Education (CIAQES), created in 2010. Indeed, the CIAQES had as its main mission to support higher education institutions in their efforts to strengthen institutional capacity and develop a culture of quality.

The Quality Assurance Unit (QAU) of the University of Algiers 2 is attached to the Rectorate. A Quality Assurance Officer is appointed to lead it. To effectively carry out its missions, the QAU ensures the implementation of the National Quality Assurance Framework (RNAQES), which is inspired by a similar reference developed as part of a "Euro-Mediterranean project," first drafted in 2016 and later revised in 2023.

The framework covers eight areas, namely: education, research and innovation, governance, campus life in higher education and scientific research institutions, infrastructure, relations with the socio-economic environment, international cooperation, and university social responsibility and sustainable development.

The QAUs (Quality Assurance Units) form the core of the quality assurance system in the Algerian higher education sector. This system also includes:

• CIAQES (Commission for the Implementation of Quality Assurance in Higher Education, Decree No. 167 of May 31, 2010): a body under the authority of the Secretary General of the Ministry of Higher Education and Scientific Research, tasked — among other responsibilities — with supporting the QAUs and Quality Assurance Officers (RAQs) in their efforts. http://www.ciaqes-mesrs.dz/
• Regional CIAQES commissions for the East, West, and Center regions.
• CNE (National Evaluation Council, Decree of January 21, 2010)
• Quality Assurance Officer (RAQ) of the institution
• RNAQES (National Quality Assurance Framework in Higher Education): this document forms the foundation of the quality assurance approach within the university. It covers eight areas, each of which includes fields, references, criteria, and evidence.

خلية ضمان الجودة

"ضمان الجودة، قناعة و التزام"

أُنشئت خلية ضمان الجودة بجامعة الجزائر 2 سنة 2017 استجابةً لتوجيهات وزير التعليم العالي والبحث العلمي من خلال لجنة لتنفيذ ضمان الجودة في التعليم العالي (CIAQES) التي أُنشئت سنة 2010. وفي الواقع، كانت المهمة الرئيسية للّجنة هي دعم جهود مؤسسات التعليم العالي الهادفة لتعزيز قدرتها المؤسسية وتطوير ثقافة الجودة.

إن خلية ضمان الجودة لجامعة الجزائر 2 تابعة لإدارة الجامعة، يُعين على رأسها مسؤول ضمان الجودة. ومن أجل أداء مهامها على أكمل وجه، فإن الخلية تسهر على تطبيق المرجع الوطني لضمان الجودة (RNAQES) المستوحى من مرجع مماثل مستمد من "مشروع أوروبي متوسطي" تم إعداده سنة 2016 وتعديله سنة 2023.

يغطي المرجع ثمانية ميادين هي التكوين والبحث والابتكار والحوكمة، والحياة في مؤسسات التعليم العالي والبحث العلمي والبنية التحتية والعلاقات مع المحيط الاجتماعي والاقتصادي والتعاون الدولي والمسؤولية المجتمعية للجامعات والتنمية المستدامة.

تشكل خلايا ضمان الجودة جوهر نظام ضمان الجودة في قطاع التعليم العالي الجزائري، الذي يتكون بدوره من:

• لجنة تنفذ ضمان الجودة في التعليم العالي (القرار رقم 167 المؤرخ 31 مايو 2010): هيئة تابعة للأمين العام لوزارة التعليم العالي والبحث العلمي، وهي مكلفة - من بين ما هي مكلفة به - بدعم خلايا ضمان الجودة في التعليم العالي ومسؤوليها في أداء مهامها http://www.ciaqes-mesrs.dz/.
• اللجان الجهوية لتنفيذ ضمان الجودة CIAQES في الشرق والغرب والوسط.
• المجلس الوطني للتقييم (مرسوم 21 جان 2010).
• مسؤول ضمان الجودة في مؤسسة التعليم العالي.
• المرجع الوطني لضمان الجودة في التعليم العالي RNAQES . تشكل هذه الوثيقة أساس نهج الجودة داخل الجامعة، وهي تغطي ثمانية ميادين، لكل ميدان مجالات ومراجع ومعايير وأدلة.
